Hookmark makes it very easy to get a deep link to a specific PDF location in DEVONthink (and other apps), and to quote selections of text plus the deep link. This article on the Hookmark forum provides the details.

Please update ASAP to Hookmark 7.0.2. It works around a Sparkle issue that can cause some Hookmark installations to generate excessive network traffic by checking for updates too frequently.
